Development of indexical system for evaluation of key clinical medical disciplines construction in small and medium hospitals;

Objectives : This study aims at building a set of index system which can be apply to three stages of selection, examination and acceptance in the evaluation of key clinical disciplines construction in small and medium hospitals, in order to introduce dynamic competition mechanism, direct discipline development, optimize the structure, raise discipline status and form discipline characteristics.

Meanwhile , we also have considered the cost of construction and the scale for small and medium-sized hospital .

This paper analyzes on the influencing factors of the brain drain of small and medium-sized hospitals, probes into the psychological features of the personnel flow, and based on this, advances some tactics for avoiding the brain drain.
