绩效考评试点是指运用一定的考核办法、量化指标及评价标准，对部门为实现其职能所确定绩效目标的实现程度，以及为实现这一目标安排预算的执行结果所进行的综合性考核与评价。为规范绩效考评工作，财政部于2005年出台《中央部门预算支出绩效考评管理办法（试行）》，确立了“统一规划、积极稳妥、先易后难、分步实施”的原则，并从2006年选择一些项目进行绩效考评试点，为将来全面推进绩效考评工作积累经验。
