q ihou zaihai lianzai duiee气候灾害减灾对策(Counte~u二sfo:。hmatic disas-ter reduction)减轻气候灾害影响的方针政策和措施。气候灾害减灾对策可分为宏观减灾对策和对具体灾种的减灾措施。宏观减灾对策从战略上可以归纳为避、防、抗、救4大类。中国的减灾方针是“以防为主，避、防、抗、救相结合”。“避”:其出发点是躲避灾害，在耕作制度、作物布局、病虫害防治、城建设施等方面，坚持以避防为主的方针，采取多种措施尽力避开气候灾害对农业生产和生活设施的影响。“防”:建立气候灾害综合监测预报和管理网络体系，加强气象灾害和病虫害的监测预报，以提高区域和整体的防范功能。在农业上选育抗逆性品种、科学的栽培管理均可提高作物抗灾能力。“抗”:是气候灾害来临前后为减轻损失的应急措施。如农业上通过覆盖法、喷水法、熏烟法、加热法等抗御霜冻危害;用灌溉法抗御旱灾;用炮击法消雹等。“救”:通过一些措施减轻灾害后的损失。如农业上台风和洪涝灾害后及时排出田间积水、扶苗补种和水利设施的重新维修等;推行气候灾害保险制度，建立灾害风险基金。 减轻气候灾害的基本对策有:①兴建防洪抗旱水利工程;②植树造林，治理水土流失;③建立灾害监测预报系统;④保护江河湖海的堤防安全，有计划地分洪蓄洪，减少损失，组织紧急转移，营救生命财产;⑤抢救生命线工程，妥善安排灾民生活，恢复生产，重建家园;⑥利用现代化的科学技术，如卫星、计算机、雷达、飞机、遥感技术等各种手段，实行科技减灾;⑦加强宣传教育，增强全民减灾意识;⑧制定减灾法规，依法减灾。 (霍治国)
