    中国隋朝宰相、军事谋略家。一名敏,字昭玄,渤海(今河北景县)人。北周时,初任齐王宇文宪记室,后被执掌朝政的左大丞相招为相府司录。隋建立后,任尚书左仆射,兼纳言、左卫大将军。才兼文武,精明强干,富于谋略。北周大象二年(580),杨坚派兵攻打与其作对的相州总管尉迟迥,前进受阻,军心波动。高自请前往监军,督诸军筑桥强渡沁水,奋勇进击,大败尉迟军,随后攻破相州治所邺城(今河北临漳西南)。隋开皇元年(581),文帝杨坚筹划灭陈,高推荐、二将镇江北要地,作军事准备。七年,献取陈方略:在江南收获季节,调兵佯攻,误其农时;反复派人潜入陈境,纵火烧其储备物资;不断迷惑疲惫陈军,待其懈怠和犹豫不决时,突然渡江进击。杨坚采纳其策。八年冬至九年春,隋大举攻陈时,任元帅长史,决断军中大事。因灭陈有功,加位上柱国大将军,进爵齐国公。十九年,隋分道攻突厥,他率军出朔州(今山西朔县)进击,获胜而还。高为相近20年,竭诚尽职,辅佐隋文帝统一南北,发展社会经济,功绩卓著。隋炀帝即位后,任太常卿,对炀帝奢靡,甚为忧虑,有所议论,被杀害。
