本文针对中国目前环境污染防治措施和环境保护产业发展过程中普遍存在的低效率状况 ,提出并论述了污染防治设施授权管理模式 ,并把现阶段的授权管理具体界定为两个方面的主要内容 :一是指国家作为现有污染防治措施的投资主体 ,将现有的以及未来由政府投资兴建的污染防治措施委托给专业化的环境保护公司或企业 ,由其按照市场化的方式运行和经营 ;二是排污者 (企业或个人 ) ,以合同形式 ,直接委托环境保护公司或企业由其防止和治理污染。
