据文献记载,东京有三重城,每重城墙之外都有护城壕环绕。外城周19公里,是后周时扩建的;内城即唐汴梁外城,周9公里;宫城是宫室所在地又称大内,因为是在原来唐朝节度使治所的基础上发展的, 布局不如唐代恢廓,仅2.5公里周长,规模受到局限。
宫城位于内城的中央稍偏西北,每面各有一座城门。城的四角建有角楼。南面中央的丹凤门(宣德楼),有五个门洞,门楼两侧有朵楼,自朵楼向南出行廊连阙楼,其平面呈“门”形。出丹凤门往南是御街,街的两侧建有御廊。御街千步廊制度是宋代宫殿的创造性发展。后来元、明、清的宫殿群均设千步廊金水桥,就是宋的影响。
丹凤门以内,在宫城南北轴线的南部排列着外朝的主要宫殿(轴线从宣德门到主殿大庆殿,内廷不复保持对称格局,这些都是气局不大之处)。最前面的大庆殿宽九间,东西挟屋各五间,是皇帝大朝的地方;其次是常朝紫宸殿。在这轴线的西面,又有与之平行的文德、垂拱二组殿堂,作日朝和宴饮之用。外朝诸殿以北是皇帝的寝宫与内苑,宫城内还有若干官署。内城东北隅有一座大型园林-艮岳,外部西郊有金明池,都是皇帝游乐的御苑。北宋宫殿的主要殿堂有些是工字殿形式,整个规模虽不如隋唐两朝宏大,但扩建时曾参照西京(洛阳)唐朝宫殿,所以组群布置既规整,又具有灵活华丽和精巧的特点。工字殿平面,唐代用于官署的厅堂,叫“轴心舍”;宋代宫殿早先由州署子城改建而来,保留了部分原来布局形制。
