高科技开发区
高科技开发区又称高新技术产业开发区。指在有条件的城市和地点，经国家正式批准划出一定面积的地域范围，在发展高新科学技术方面，实行类似于沿海开放城市经济技术开发区的优惠政策，以便依托所在城市和地点的物质技术条件与智力资源，吸引来自国外、海外的先进科学技术、新型设备、新工艺流程以及先进的管理经验，或者在现有高新科技研究机构和开发企业的基础上，吸收当地科技人员参加.比较集中地兴办具有先进水平的高新科技企业。从20世纪80年代中期以来，为促进现代高科技产业加速发展，合理规划其战略布局，中国科研与技术发展管理部门陆续规划并建设了一批高科技开发区，有深圳科技工业园(1985年7月)、北京中关村新技术产业开发实验区(1988年5月)等33个。1991年国务院发骂《关于批准国家高新技术产业开发区和有关政策规定的通知》，下式批准27个国家级高新技术产业开发区，它们主要分布在:北京、天津、石家庄、深圳、广州、中山、桂林、海口、武汉、民沙、郑州、上海、南京、杭州、合肥、福州、厦门、济南、威海、沈阳、大连、长春、哈尔滨、西安、兰州、成都、重庆等科技基础较好或具有吸引外资条件的27个大、中城市。国家为鼓励发展高新伎术产业开发区而制定的优惠政策，同国家对沿海经济特区、开放城市经济技术开发区的若干优惠政策大致相似。但也有不同之处:一是划定地域的界线不如特区那样严格;二是在高新技术产业开发区内，实行产业类别管理与归口管理，只有经过审定确认其属于高新技术产业范畴的企业(中外合资、中资均可)，方可享受优惠政策。
