This paper takes the Shaying river basin as example,following the water function zoning at watershed scale and the total limiting discharge of COD and NH3-N which established by Huaihe River Commission Ministry of Water Resources,then allocates the emission permits in administration cell level which in Shaying river basin of COD and NH3-N.

| 颍河 淮河最大支流。位于中国安徽省西北部及河南省东部。有三源：正源出河南省登封市嵩山西南，北源贾鲁河源出河南省新密市圣水峪；南源沙河源于河南省鲁山县摩达岭。三源在周口市相汇后东南流过沈丘后入安徽省，至正阳关附近入淮河。长557千米 。如从沙河的源头算起则长619千米，远远超过了正阳关以上淮河干流长度。流域地处平原地区，其上河流众多，河网密度大，河流水量主要由雨水补给。径流年内分配不均。夏季径流，如颍桥站占年径流量的41.2％。6～9月为汛期 ，汛期径流量占全年52.9％ 。最大洪峰流量1720立方米／秒，最小月平均流量为零。历史上是一个旱涝灾害严重的地区。 |
