该巡航导弹是法国“阿帕奇”空对地导弹的改进型，重1250公斤，射程接近400公里，现已接替“阿帕奇”导弹。
“斯卡普eg”巡航导弹的任务是对基础设施目标实施精确打击。它可以针对固定的军事目标，如战斗机机库、地面雷达、防空指挥中心、桥梁等进行打击，也可用于实施最后的警告性打击（向潜在的敌人发出报复手段即将明显升级的警告），甚至可以用于除掉一国的党政要人。
但是，作为一种战略性武器，是否动用“斯卡普eg”巡航导弹要由最高国家当局决定。
