《城市规划法》等三十一条规定，建设用地单位向城市规划行政主管部门审请定点后，城市规划行政主管部门应核定其位置和界限，提供规划设计条件。规划设计条件是进行拟建项目总图规划设依据之一。规划设计条件，主要应当包括：
（1）该建设用地的现状地形图（城市规划行政主管部门认可的地形图）。
（2）根据建设项目的性处地段条件提出的拟征用地范围（用地红线）。
（3）综合向各有关部门征询的意见后提出的综合性意见。
（4）该建设用地的外部限制条件，包括山、水地形和四邻的建设情况及空间环境要求等。
（5）提出城市规划确定的道路红线位置、路幅及其规划要求。
（6）提出规划设计要点，包括建筑、密度、容积率、建筑层数、高度、体量、红线退让要求和地下管线向、绿化要求以及他控制事项。
