对准备开发建设的城市用地统一进行城市基础设施和生产建设项目以及生活服务设施的建设。各种设施和建设项目的建设相互配合、前后衔接，可使城市建设取得较好的综合效益。中国《城市规划条例》第43条规定："城市成片建设的地区，应当按照城市规划，实行综合开发，统一建设。"
综合开发的主要方式有两种：一种是"用地开发"，即根据城市规划，由市政府统一征地，然后由综合开发企业组织招标发包，承包单位负责进行勘测、设计、平整土地、并修建道路、给水、排水、供电、供气、供热、通信等基础设施工程。开发建设后的用地交付使用单位并收取城市用地综合开发费。另一种是"建设开发"，即在用地开发的基础上，进一步统一建设住宅、公共建筑、园林绿地，以至通用厂房和企事业单位内部的公用设施等。建成后成套出售或出租这些建筑物，并按土地面积和基础设施水平，向使用单位收取综合开发费。
