1 ink创guo!u Yali『Ongqi anquan zhiliang xukezheng zhidu进口锅炉、压力容器安全质t许可证制度(平间jty license systemof汕和rt场ilers and pres-日切陀~Is)中国为保证进口锅炉、压力容器安全质t，按照国家有关法律、法规，对境外企业实施的认证制度。中国进口商品由国家商检机构实施商品检脸。1985年开始，进口锅炉压力容器还需经省级以上锅炉压力容器安全监察机构安全性能检验，才能通关。1男3年，根据《中华人民共和国进出口商品检验法》，劳动部制定了《进口锅炉压力容器安全质量许可制度实施办法》，对列人国家商检局制定的《商检机构实施检验的商品种类表》的进口设备(包括元件)实施进口安全质量许可制度，规定从l卯7年10月1日起，凡向中国出口锅炉、压力容器、安全附件的境外企业，必须经中国国家锅炉压力容器安全监察机构审查，取得进口质量许可证书，才允许向中国境内出售锅炉、压力容器及安全附件。许可方式分工厂许可和型式许可，审查包括对企业产品质量保证体系的建立与运转及在制品质量抽查。进口许可制度由国家锅炉压力容器安全监察机构负责，技术工作由锅炉压力容器检测研究中心或国家锅炉压力容器安全监察机构授权的其他检验机构进行。境外企业取得许可证书，只表明它有生产符合安全要求的产品的能力，但不等于其产品都符合安全要求，因此，其商品到港时，仍需经省级以上锅炉压力容器安全监察机构的安全性能检验和商检机构的通关检验。(陈亦惠)
