We combined with animal husbandry status quo in Fangshan district from environment perspective and conducted that the difference of industrial livestock was giant from factors such as the bearing capacity of land,waste of economic transport distance and manure processing mode.

On the basis of illustrating the conception of animal welfare,and from the perspective of protecting consumers' health and benefits as well as the need for developing China's animal husbandry industry after the entry of WTO,this article studies the animal welfare,then discusses the necessity of advocating animal welfare and constructing the legal system for animal welfare protection in China.
