The measures for controlling soil and water loss, rationally adjusting and utilizing surface water resources, constructing the eco-agriculture and high efficient forestry were discussed and defined in terms of such bottle-neck problems hindering the sustainable agricultural development in this county as severe soil and water loss, frequent drought or flooding, poor rural environmental.

In practice, it should be organized in the form of social forestry and directed by the principle of the high efficient forestry, Besides, agro-forestry and ecological forestry could be applied to.

In view of existing problem at ecological forest construction in Anji, Zhejiang province, proposals were offered such as strengthening responsibility system and promotion activities, establishing stable input assurance system, adjusting structure and better resolving relation between ecological forest and beneficial forestry.

This paper has analyzed the quantity of theses,distribution of thesis periodicals and academic theses published by 6 forestry universities in China,including those in CABI,AGRIS and AGRICOLA for duration of 30 years.

Through analysing undergraduate cultivation feasibility and current situation of engineering management major in four forestry universities,a conclusion is drawn that forestry universities are capable of running this major.
