z扮uan zhanloe资谏战略(~strat哪罗)从全局、长远、内部联系和外部环境等方面，对资源勘查、评价、开发利用进行的谋划或为此制定的方略。资源战略是经济社会发展战略的子战略，是制定产业战略和市场战略的基础。资源战略是资源科学研究从静态分析走向动态预侧的充分体现。 随着世界人口迅速增长和经济快速发展，人类开发利用自然资源的范围日益扩大，开发数量成倍增加，而由此衍生出的资源、环境与经济之间的矛盾越发突出，迫使人们不得不从整体上、从长远利益和世代生存的愿望出发，考虑资源的永续利用问题和经济持续发展问题，进而把资源战略研究提到议事日程。资源战略研究始于加世纪70年代初期，从《增长的极限》起，历经英国戈德史密斯等著的(生存的战略》(1卯4年)、美国国务院环境质量委员会编写的《公元2(XX)年的地球》(1977年)，到so年代以来美国学者J.L.西蒙出版的《最后的资源》、联合国环境与发展委员会发表的《我们共同的未来》(1987年)和(21世纪议程》(1卯2年)，不断把资源战略研究推向高潮，并对资源战略目标、战略重点、战略步骤等做了不同程度的论述，最后形成了将持续发展作为人类生存和发展惟一战略的共识。随着人地关系、资源供求关系的日益紧张，资源战略问题研究更将具有重要意义。 资源战略涉及人口、资源、环境、经济、社会和发展之间的相互关系，涉及各种限制性资源对人类生存和国民经济发展的承载能力和保证程度，涉及资源保护和资源利用时序安排等多方面的内容。归纳起来讲，主要包括资源战略评价和资源战略决策两个相互联系的方面。 资源战略评价是人们以获取资源利用效益为目的，对资源使用价值和价值进行的估算和推测。它的中心内容是在查清资源数量、质t、分布和组合特征的基础上，进行资源开发利用现状的分析和评价，进行资源开发利用技术经济条件的分析和评价，进行各种资源对人类生存和国民经济发展承载能力或保证程度的分析和评价。任何一种资源的评价，均以资源开发利用所带来的使用价值大小、价值的高低和开发利用中所付出的劳动量(包括物化劳动和活劳动)的大小、劳动价值的高低作为衡t尺度。 资源战略决策是资源战略评价的延伸和归宿，也是资源战略的中心内容。它是在资源评价、社会需求预测和生态环境质量评价的基础上进行的。资源战略决策的程序是:资源开发利用方向的决策(确定重点资源和配套资源)，资源开发利用规模的决策，资源开发利用布局的决策，资源利用时序的决策，资源开发利用方式(技术工艺)的决策和资源与环境协调的决策。 (方创琳郎一环)
