位于甘肃省永靖县中部,东经102度58分-103度23分,北纬35度47分-36度07分,面积195平方公里。本区属黄土丘陵沟壑地貌,海拔在1563-2300米之间。主要保护对象为鸟类及其生态环境。区内黄河段自西南向北呈“s”形横穿全县,形成独特的“黄河向西流”景观。沿河有刘家峡、盐锅峡、八盘峡,均建有电站,形成3个高原人造平湖,水域面积达153平方公里。本区野生动物较为丰富,有兽类10种,鸟类50余种,爬行类3种,两栖类4种,鱼类26种。其中国家重点保护对象有林麝、羊城羊、猞猁及黑颈鹤、大天鹅、苍鹰、鸢、猫头鹰、红腹锦鸡等。
