国际性软科学研究机构，着重系统科学的应用研究，缩写IIASA。根据美国前总统约翰逊的建议,于1972年成立，设在奥地利首都维也纳附近的拉克森堡。旨在通过国际合作来研究发达国家所面临的一些共同性问题，如环境、生态、都市、能源和人口等问题。第一批成员国为苏联、加拿大、捷克斯洛伐克、法国、民主德国、日本、联邦德国、保加利亚、美国、意大利、波兰和英国。1973～1977年陆续增加的成员国有:奥地利、匈牙利、瑞典、芬兰和荷兰。1983年英国宣布退出。研究所经费由各成员国资助。各成员国可派人参加研究工作和有关的学术活动，共享研究手段和信息库，共享研究成果（包括各种研究报告、出版物以及新开发的软件等）。研究所设理事会，下设若干委员会（执行委员会、财政委员会和研究委员会）。首任所长的雷法教授，美籍华人李天和教授于1984～1987年任所长。1983年的研究人员超过 110人。国际应用系统分析研究所着重研究复杂的社会大系统和自然大系统,以及有关的政策或行动策略,并推动应用实践。研究成果发表方式是：①报告（研究报告，执行报告，情况汇报）；②书籍（国际应用系统分析丛书，IIASA会议丛书，专著）；③合作会议丛书;④IIASA报告；⑤报道;⑥内部非正式论文（合作研究论文，业务研究论文，工作论文）。
