苏联剧作家。演员家庭出身。1916年后当过演员和导演。20年代初开始剧本创作。成名作为《空中蛋糕》（1925）。这是苏联第一部反映现实生活的讽刺喜剧。1928年问世的《火桥》以知识阶层的分化为背景表现20年代末苏联社会的阶级斗争。其他剧作还有《战士们》(1933)、《模范家庭》(1943)等。战后创作的剧本《伟大的力量》(1947)曾获1948年度斯大林文学奖金。罗马肖夫还写过不少戏剧评论文章，有戏剧论文集《剧作和剧艺》。
