  超额累进税率”的对称。指按课税对象的绝对额划分若干级距,每个级距规定的税率随课税对象的增大而提高,就纳税人全部课税对象按与之相适应的级距的税率计算纳税的税率制度。“全”字的含义就是全部课税对象按一个达到级距的相应税率征税。我国建国初期征收的工商所得税,曾实行21级全额累进税率,最低一级为所得额未满300元的税率为5.75%;最高一级为所得额在万元以上的税率为34.5%。如果纳税人的所得额超过万元,则全部所得额都按34.5%的税率征税。全额累进税率的特点是:1.计算简便,在按照课税对象数额的大小确定税率后,实际上等于按比例税率计税;2.累进急剧,即全部课税对象都适用相应的最高税率;3.累进的名义税率与实际税率一致;4.在课税对象级距的分界点附近,税负不合理,会出现税收增加额超过课税对象增加额的不合理现象。目前,全额累进税率一般已不采用。累进税率
