A concept of tempering degree is defined on the basis of hardness of the steel as quenched, as tempered and as annealed, and a kinetics law in the form of Johnson-Mehl-Avrami relation is proposed, which can be used to describe and explain the evolution of hardness and microstructure of the steel without second hardening.
