‘岁斯福金徽措施]美国新任总统罗斯福面对行将崩溃的美国经济采取的金融措施:(l)就任第3天发布“银行休假令”，宣布全国银行一律“放假”4天，随后又歇业3天。利用这一周的时间，政府采取措施对行将崩溃的银行进行抢救。通过“紧急银行法”授权财政部指派管理人员对银行进行全面检查与改组，窥定一切银行只有在财政部发给执照后，才能重新营业。同时，向各银行发放贷款。一周后，13(X)0家银行重新开业。(2)银行重新开业一星期后，政府宣布放弃金本位制，禁止黄金、白银出口，禁止货币兑换黄金和、私人储存黄金，并由国家垄断收兑国内生产的金银;同时宣布美元贬值50%。废除金本位制后美国黄金停止外流，国内黄金储量增加，1933年末达40亿美元，1934年达64亿美元。金本位制废除和黄金储量增加使政府能够大量印发纸币。美元贬值后，美国商品在国际市场上价格便宜，竞争力增强，出口增加。以上二项金融措施，提高了银行信用，挽救了大批银行，稳定了美国银行制度，使美国的货币流通得以恢复，为经济从大危机中烽复提供了条件。
