源于自贡。自贡乃井盐重要产地，古时人们在盐井上安装辘轳，以牛为动力提取卤水。一头壮牛服役，多者半年，少者三月，就已精疲力尽。盐业老板常把超龄役牛宰杀后分给盐工抵付工钱。一无所有的盐工们，只能将牛肉在清水中加盐煮食。为减少腥膻，逐渐加上点辣椒、花椒等佐料，倒也可口。以后经厨师不断改进，吃的人越来越多，遂成为独具地方风味的名菜。
现在的水煮牛肉，已经不是简单的清水加花椒了。是将牛肉切成一寸五分长、八分宽、一分厚的薄片，盛在碗里，加精盐、酱油、醪糟汁、湿 淀粉拌匀。油锅中放郫县豆瓣、干辣椒炒成棕黄色，再下花椒、葱段、莴笋片炒香，加肉汤烧开，将牛肉片下锅，煮至肉片伸展，外表发亮，盛入碗中，淋上辣椒油，即可食用。这菜的特点是麻辣味厚，滑嫩适口，具有 火锅风味。若以猪肉作原料，便叫水煮肉片。
