祁渠，原名季成家，甘肃民乐人。中共党员。1959年毕业于兰州大学中文系。历任兰州艺术学院文学系教师，西北师范大学中文系讲师、副教授，中国西部文学所所长、教授，丝绸之路杂志社社长、主编，中国当代文学研究会常务理事，甘肃省当代文学研究会会长，甘肃省作家协会常务理事、文学评论委员会主任，甘肃省期刊研究会副会长。1998年加入中国作家协会。著有论文集《文学论评集》，编著《中国当代文学史》，主编民歌集《青海山歌》，谚语集《中国谚语资料》、《中国谚语选》，学术专著《西部风情与多民族色彩——甘肃文学四十年》，大型工具书《丝绸之路文化大辞典》等。
