根据盲人和弱视觉者的触感特征，用专门设计的凹凸符号和盲文系统揭示空间实体的分布规律及相互联系的地图，又称盲人地图或弱视觉者地图。它的读图对象主要是盲人和弱视觉者。属于专用地图的范畴。20世纪40年代在苏联最先出现，以后美国、英国、瑞典、澳大利亚和日本等国出版了大量触觉地图和触觉地图册。其特点：①主题内容比较单一。太多的内容、多层次地显示，会导致盲人触感灵敏度的降低，影响盲人触识主题内容。②幅面较小。由于盲人全靠手指触识地图，因此触觉地图的幅面不能太大。③符号系统需专门设计。触觉地图的符号系统由简单明晰的凹凸符号和盲文点阵组成。④触觉地图的制作材料一般采用玻璃砂纸、聚酯纤维和热膨胀粉末树脂。⑤一般为素图。为兼顾弱视觉者的需要，有时在触觉地图上印以饱和度较高的色彩。⑥印量较少。触觉地图的制作具有社会福利的性质。制作方法有丝网印刷法、胶印法、尼龙版印刷法、光敏树脂感光版制作法和计算机辅助制图方法。
