1935年3月，德国空军正式重新建立，并独立成军。戈林被任命为空军总司令。1937年，为了锻炼部队，德国抓紧西班牙内战这一有利时机，支持佛郎哥叛军，派出空军部队，组成“秃鹰”军团，取得了夺取制空权、军事运输、轰炸、空战战斗等多方面的实战经验，并对已定型生产的作战飞机进行实战检验。在西班牙内战中，德国空军的最出名的战例，是通过比加索的名画“格尔尼卡”被人熟知。1937年3月5日，“秃鹰”军团对西班牙小城格尔尼卡进行了三个半小时的大规模连续轰炸，使格尔尼卡遭受毁灭，7000余居民死伤2543名。这是大规模毁灭性轰炸的首次战例。
