1935年3月,德国空军正式重新建立,并独立成军。戈林被任命为空军总司令。1937年,为了锻炼部队,德国抓紧西班牙内战这一有利时机,支持佛郎哥叛军,派出空军部队,组成“秃鹰”军团,取得了夺取制空权、军事运输、轰炸、空战战斗等多方面的实战经验,并对已定型生产的作战飞机进行实战检验。在西班牙内战中,德国空军的最出名的战例,是通过比加索的名画“格尔尼卡”被人熟知。1937年3月5日,“秃鹰”军团对西班牙小城格尔尼卡进行了三个半小时的大规模连续轰炸,使格尔尼卡遭受毁灭,7000余居民死伤2543名。这是大规模毁灭性轰炸的首次战例。
