游禽。全长75厘米左右。通体大部呈白色。雄鸟两翅黑褐色。雌鸟背、腰和尾上覆羽染灰褐色，尾羽先端白。脸侧裸皮黄色。嘴灰蓝，基部转为粉红或仅稍缀以红色。脚红色。
营海洋群集生活。翅尖长，善飞行。繁殖期从3月至初秋。营巢于石滩或岛屿上的矮灌木和乔木上，偶亦在地面筑巢。每窝产卵1～2枚，椭圆形，表面粗糙，色青白。育雏期间，亲鸟反刍胃内食物哺喂雏鸟。
产于西沙群岛。
属于国家二级保护动物。
