淮河中游新辟大型综合利用河道。位于安徽省淮北平原西南部，颍河与涡河之间的下游地区；为减轻颍河阜阳以下和淮河干流正阳关至怀远段排洪负担，分泄颍河洪水及灌溉、航运需要而开挖。西起阜阳县颍河左岸茨河铺，向东经利辛、蒙城、凤台、淮南等县市，至怀远县荆山南入淮河,全长134.2公里，共截引西淝河上游和颍河支流黑茨河等集水面积5997平方公里。 河道按5年一遇排涝流量1400～1800立方米／秒与20年一遇排洪流量2000～2400立方米／秒设计，1971年始建，1980年通水。河道上建有茨河铺、插花、阚疃和上桥 4个梯级的水利枢纽工程。近期设计灌溉面积13万多公顷。全线4座300吨级船闸于1984年通航。颍河太和县以上运往怀远以下的货物，如走茨淮新河，可缩短航程140公里,对发展豫东淮北的水运有利。
