【集中统一的外债管理体制】一个国家授权某个部门统一管理对外债务，一般是直属国会，也有的是设在中央银行或财政部，但直接对国家最高权力机关负责。其管理范围包括制定对外筹资的方针、政策以及有关外债管理条例，决定在一定时期内对外借款规模，审查并批准来自政府机构和公共企业或私人企业的国外贷款，对国内借款人向外筹资提供咨询服务，可以代替国内借款人向外筹资。例如，芬兰中央银行专门设立外债办公室，直属国会领导，其主要职能是确定对外筹资的方针、政策，代表国会控制外债总规模。芬兰外债办公室对国家政府和地方政府、金融机构、企业等向外借款进行逐笔审批。只有当借款符合国家政策，借款结构、条件合理，才能得到批准。除此之外，外债办公室还负责收集整理有关外债信息，进行跟踪分析，为国家制定国民经济的宏观决策提供依据。
