社会主义国家由国家预算拨款，用于企业挖潜、革新和改造方面支出的资金统称。其具体内容包括：增加或配齐企业生产能力所需的部分固定资产；改进、革新产品工艺流程，对单台或部分设备进行技术革新；采用新技术、新工艺、新设备代替或改造原有的技术装备；通过挖潜、革新、改造，增加产量，提高质量，降低消耗，挖掘企业内部潜力，提高企业经济效益。
企业挖潜改造资金是中国国营企业固定资产更新改造资金来源之一。在1967年以前,该项资金的形式是国家预算拨付的技术组织措施费、新产品试制费、劳动安全保护费、零星固定资产购置费,简称“四项费用”。1967年起，国家实行更新改造资金制度，将固定资产基本折旧费留给企业作为更新改造资金，财政不再拨给“四项费用”，但为了保证重点企业更新改造的需要，而另设立企业挖潜改造资金支出。
国家预算制度规定，列入企业挖潜改造资金类的范围有：工业、交通、建筑工程、农业、商业、文教卫生系统所属企业的挖潜改造；国家拨给各级建设银行的企业挖潜改造贷款基金；国家对为农业服务的县办小化肥、小农机、小高炉、小煤矿、小水泥等工业企业（简称五小工业）的技术改造资金补助；经国家批准对专项挖潜改造投资贷款，在部门或地区的挖潜改造资金中统筹支付的补贴利息支出。
