劳动力需求预测对未来一定时期内经济和社会发展对劳动力需求量的估计和测算。是制定教育发展计划的一种方法。首先假定教育计划目标是通过熟练劳动力的预期需求与供给保持平衡，促进社会生产力发展为前提，目的在于预测各级各类熟练劳动力的需求量，再将此需求量转换为教育需求量，制定教育发展计划。它强调各级各类教育所培养的劳动力与专门人才的数量和质量应与劳动力市场的需求相适应。在量的方面，各级各类教育毕业生不宜超过计划期劳动力需求量，否则即造成所谓“教育性失业”;在质的方面，教育所培养的劳动力与专门人才的素质要适应提高劳动生产率的要求。 世界各国使用的劳动力需求预测方法可归纳为雇主意见法、劳动产出比例增加趋势法、密度比例法、国际比较法、帕纳斯地中海区域计划法等5类。典型的劳动力预测方法假定:①某一特定的国民收入或国民生产总值目标;②某一特定的平均劳动产出系数(平均劳动生产率的倒数);③相互独立的职业分类。在此基础上，可以估算出各个经济部门按职业分类的劳动力需求，以确定合理的教育投资比例和结构。
