l风险管理组织体系]风险管理目标确定之后，需要由风险管理组织予以实施。企业的风险管理组织应如何建立，其规模大小、结构层次、职责、运作效果是需要研究的重要问题。从西方发达国家企业风险管理经验看，他们首先注重解决的是风险管理在经营组织中应该具有什么地位?它和经营管理的关系以及管理人员的职能这一类问题。 1.风险管理人员的职责 风险管理的对象不仅是单纯静态风险，如果是处理动态风险，由于风险的随机性，使风险管理属于高级管理。问题是，风险管理人员到底是全面管理者，还是部门管理者。美国大型企业的风险管理人，通常是高级水平的财务管理者，小型企业的风险管理人直接帮助经理，执行管理职能方面业务。这样，风险管理人的责任和权限涉及范围很广，突破组织活动的许多领域。据调查，美国风险管理人中的三分之一被视为最高级管理成员中的一员，剩下的处于中等管理者的地位。 风险管理从单纯的保险管理过渡到企业全部风险管理，特别是倾向于企业倒闭风险管理后，已经把全面管理放在首要地位上。全面管理的主要职能是设定全面的目标，按其目标决定全面业务计划，对其主要的业务执行计划进行综合调整，审查各部门的业务和效益，把风险管理作为全面管理承担起来，但其决策和手段的选择要有所限制。 国外对于风险管理部门的地位问题一直存在争论，一部分人主张风险管理部门必须处在主管部门的地位，行使执行业务的管理职能，问题是，风险管理的手段很多，涉及范围很广，方式也非常复杂。如果将它集中于一个部门，这个部门几乎不可能专门承担。另一部分人主张把风险管理部门放在承担全面管理人员和部门管理人员双方的参谋部门的位置上。 结合我国经济转轨时期企业机构臃肿、在编人员过多以及在社会主义市场经济体制建立的过程中，企业面临风险增加的实际情况，将风险管理部门作为经营主管领导的参谋部门的地位更合适一些，这样有利于风险管理部门与其他各部门之间协调关系。但是风险管理部门的主要管理人员应参与企业的全面管理，充分体现风险管理在企业决策中的重要性。 风险经理是风险管理部门的专门负责人，他们对企业风险管理过程承担主要责任。在规模较大的企业中，风险经理通常由分管风险或财务的副总经理领导，有时直接由副总经理兼任。在规模较小的企业，通常由副总经理兼任。 由于对风险管理所负的主要责任，风险经理在风险决策过程和管理过程中执行了特殊任务。
