小水电 small hydropower 小型水电站的简称。其装机容量的规模,各国规定不一。1980年召开的第二次国际小水电技术发展与应用考察研究讨论会议(杭州-马尼拉会议)规定:单站容量1001~12000千瓦为小水电站,101~1000千瓦为小小水电站,100千瓦及其以下为 微 型水电站。中国在1986年规定,单站容量25000千 瓦以下的水电站均可按小水电政策建设和管理。中国小水电资源丰富,共有15亿千瓦,其可开发资源为 7000万千瓦。中国的小水电建设成绩居世界之冠。1991年末有小型水电站54660座,装机容量为1385.3万千瓦,年发电量373.27亿千瓦·时。1991年全国建有小水电的县共1628个,占县级行政区划总数的68 %。全国主要由小水电供电的乡镇有2万个,占乡镇总数的36%。中国对发展小水电的政策是:①实行大、中、小并举,全面规划,综合利用,合理开发。②实行统一规划,集中调度,分级管理,地方为主,县为经济实体的管理体制。③自建、自管、自用。④建设资金主要由地方和群众筹集,实行以电养电,即小水电的发电 、供电利润不纳入地方财政,全部用于小水电的建设和改造 。同时,对小水电给予扶持,如贷款优惠和在一定时期内减免税收。⑤电站建设因地制宜,按规模分别由省、地、县审批,鼓励自制水力发电设备。⑥并入国家电网后,小水电的所有权和管理权不变。 |
