【定标】又称决标，招标人确定中标单位。定标的步骤如下;首先，按标价顺序排列，排除投标报价超过标底中准价允许的上下浮动幅度的标书，并按三材需用量调整总包价格的变化。其次，比较各投标单位中工期和质量条件。最后，综合预审情况，选择二、三个定标对象，由招标单位分别与投标单位议订条件，再由评标领导小组根据评标机构评议的结果，最后选定中标单位。在定标过程中，招标人可根据需要分别邀请投标人会谈，进一步澄清该投标人在其投标书中的有关问题，上述会谈纪要经过双方鉴字后作为其投标书的组成部分，在会谈中不能变更报价、工期。定标之后，招标人应该尽快发出中标通知书和落标通知书，并且须向落标人退回投标保证金证书，并且要向上级主管部门报送评标、决标等情况。
