（名数）于台密立二密：一、理密，说圆融不离之理者。二、事密，说如来身口意之秘密者。日本之慈觉，以法华涅槃为理密，以真言部诸经为事理俱密。苏悉地经疏中曰：“世俗胜义圆融不二，是为理密；若三世如来身语意密，是为事密。问：华严维摩般若法华等诸大乘教于此显密何等摄耶？答：如华严维摩等诸大乘教是密教也。问：若如云是密者与今所立真言密教有何等异？答：彼华严等经虽俱为密而未尽如来秘密之旨，故与今所立真言别，假令虽少密言等未及究尽如来秘密之意。今所立毗卢遮那金刚顶等经咸是究尽如来事理俱密之意，是故为别也。”天台学则下曰：“法华涅槃二部为理密之大圆教，真言五部为俱密之大圆，教是判一代五时中第五时二密之大圆也。”
