20世纪50年代初，随着我国橡胶工业的起步，我军从穿布鞋转变为穿解放鞋。解放鞋也就成为我军的主力鞋，一穿就是50多年。50多年来，它在部队作战、训练、生产劳动和日常生活中发挥了重要的作用。
由于解放鞋采用纯棉材料制作鞋面、鞋里，不结实，战士们经常是“一年穿破五六双解放鞋”。加之，解放鞋透气、透湿性差，容易滋生细菌，常常散发出难闻的气味。有的战士甚至因脚气感染，影响了训练。
为了解决这一难题，广大科研工作人员开始长达20年的攻关。1997年，总后军需部成立了新型作训鞋课题组，经过数百次实验，新型作训鞋终于在10个关键技术上取得了重大突破。为了增强新型作训鞋耐磨性，他们研制出新型应用化学纤维材料；为了解决新型作训鞋抗菌防臭，他们在织物中加入抗菌防臭剂；为了减轻鞋的重量，他们研制出短纤维增强型发泡橡胶新材料，并采用世界先进制鞋新工艺，使新型作训鞋既舒适又美观。去年，凝集高新技术结晶的新型作训鞋问世后，先后获得6项国家专利和1项军队科技进步成果一等奖。
