整个社会范围内各种制度之间或社会某一领域内相关制度之间相互作用而形成的制度综合体。制度体系是逐渐形成的，从无制度到有制度、从个别制度到形成各种不同层次的制度体系，经历了较长的历史过程。随着人类社会的向前发展，原有社会无序与制度不健全的弊端日益暴露出来。这就促使人们根据习俗和众人能接受的方式，制定或修正其行为规范，从一个领域扩展到更多领域，从不完善到逐步完善。以婚姻家庭制度体系的形成为例，它是从两性关系的各种禁忌习俗开始的，逐渐形成两性结合的婚姻制度、生儿育女的嗣续制度、养护幼小的教养制度、确立嫡庶的亲子制度、父母死后财产的继承制度以及结婚礼仪等，经过几千年的演变，才形成了较系统的婚姻家庭制度体系。从人类社会的制度体系形成过程来看，是先从古老的家庭制度开始，逐步演化出经济、宗教、教育、政治、法律等制度，相继形成诸社会形态的制度体系。只有到了现代社会，才形成了结构较合理、功能较齐备、相互促进、相互补充的制度体系。
