气候预报和天气预报不同，后者是具体气象要素的预报，而前者是一定时期气象要素的统计项目（如均值、极值）的预报。在制作时效数年的气候预报时，大多沿用长期天气预报的某些原理，如序列分析、相关分析等。要提高气候预报的精度，还须研究影响气候变化的各种因子，特别是气候系统内部各个组成部分之间的相互关系，及其在气候变化中的贡献（见气候模拟）。气候预报还处在发展初期，中国从20世纪60年代开始做为期数年预报的尝试。
