zhongguol:l(X) wan tudi ziyuan tu Pingiia xitong((中国1:100万土地资源图》评价系统(evaluationsystem forl‘I‘及叉，。臾，加耐及s。~匆碑〕ofChina)《中国l:lm万土地资源图》由中国科学院自然资源综合考察委员会主持编制，属小比例尺的专题地图。其评价系统属土地资源适宜性评价体系。评价原则是:土地生产力的高低;土地对农、林、牧业的适宜程度;适当考虑与土地资源有密切关系的土地利用现状和社会经济因素。分类系统采取土地潜力区、土地适宜类、土地质量等、土地限制型、土地资源单位的五级分类制。 土地潜力区作为“零”级单位，以水热和气候条件为依据，反映区域之间生产力的对比。全国划分为华南、四川盆地一长江中下游、云贵高原、华北一辽南、黄土高原、东北、内蒙古半干早区、西北干早区、青藏高原9个土地潜力区。土地适宜类是在土地潜力区的范围内依据土地对农、林、牧业生产的适宜性划分的。共划分宜农地、宜农宜林土地、宜农宜牧土地、宜林宜牧土地、宜农宜林宜牧土地、宜林土地、宜牧土地和不宜农林牧8个土地适宜类。土地质量等反映在土地适宜类范围内土地的适宜程度和生产潜力高低，是土地资源评价的核心。土地质量等的划分按农、林、牧业利用各分三等，如宜农一等、二等、三等;宜林一等、二等、三等。土地限制型是在土地质量等的范围内，按其限制因素及其强度划分。土地限制型按无限制及水文和排水条件、土地盐碱化、有效土层厚度、土壤质地、基岩裸露、地形坡度、土壤侵蚀、水分、温度9种限制因素划分。各个限制因素分若干级，分级指标以能满足进行农、林、牧业利用分等为原则。土地资源单位即土地资源类型，是土地资源分类的基层单位，由地貌、土壤、植被、利用组合类型表达，以四者的联名命名，如山地黄壤阔叶林地、平地黑土早耕地。 评价的基本方法是主宜性评价与多宜性评价相结合、主导因素与综合分析相结合。通过农林牧分类评价，由低级向高级归并，分别评定土地资源单位的农林牧质量等级。在该评价系统中，稳定的耕地只作农业评价;不稳定的耕地和质量很差的耕地要作农林牧评价;平地、岗地的林地原则上只作农林评价;丘陵、山地的林地原则上只做林业评价;平地、岗地、丘陵的草地要作农林牧评价;山地的草地只作林牧评价。(陈百明)
