元代北境地名。益兰(Ilan)，突厥语，意为蛇。传说居民曾在山中见一巨蛇，因以名州。至元七年(1270)，元世祖忽必烈任命刘好礼为吉利吉思、昂可剌、乌思、撼合纳、谦谦州等五部断事官,下设经历、知事等官员,以益兰州为治所，兴建了官衙、仓库和驿舍。因此，益兰州成为元朝统治谦河（今苏联叶尼塞河上游）和昂可剌河(今安加拉河与叶尼塞河中下游)广大地区的政治、军事、交通中心。几年后，因宗王叛乱，刘好礼南还大都，其地遂为叛王所据。三十年，元将土土哈收复益兰州所辖五部，屯兵镇守。苏联考古学家在今图瓦自治州境内，乌鲁克穆河南支流埃列格斯和麦日盖河汇流处，曾发现夹河而建的四个相连的城镇遗址,当地名登帖列克(Дён -Терек)。出土的钱币、瓷器、农具皆可证明这是元代古城，城中有巨大的建筑和大量的琉璃砖瓦遗址，当是重要的官衙或贵族府邸。其余居民区、作坊甚多。现已肯定是益兰州故址。
