In view of the low influent water quantity and low organic matter concentration,A2/O process in a wastewater treatment plant was started up and operated by activated sludge inoculation training methods.

Method of SRT was used to minimize the excess activated sludge production of wastewater treatment plant.

Because the wastewater treatment plant (WWTP) in cold area is difficult to start up with long time to be taken, the bio-augmentation technology with simultaneous addition of activated liquid strain, biological bacterial agent,and activated sludge into AO basin was firstly adopted in the start-up of Harbin Taiping WWTP.

The surge occurred often during air blower operation in the sewage treatment plant, frequent replacement of bearing was needed, and the dissolved oxygen in CASS biological tank was difficult to be regulated.

In order to exploring an effective method of establishing this cost function,Genetic Algorithm(GA) is used in this research to estimate the parameters of the cost function,based on collected data of construction cost of some sewage treatment plants.

The results show that the decreased influent flow leads to the shock load,lack nutrition and low temperature of the sewage treatment plant.

In the experiment,sampling plants grow in the beach sand mixed with Shanghai quyang municipal sewage sludge and most plants grow well.
