五均六筦 中国王莽新朝对6种经济事业的管制措施,即盐、铁、酒专卖,政府铸钱,名山大泽产品收税和五均赊贷。这些措施于王莽始建国元年(公元10)起,先后公布施行,合称六筦(筦,即管,由国家经营管理之意),也称五均六筦。其名称是在当时托古改制的风气下 ,由儒家刘歆以古文经 《周礼》、《乐语》为依据而提出来的。六筦中,盐、铁专卖和政府铸钱都系承袭汉武帝以来旧制。酒的专卖,规定卖酒毛利三分偿付各种材料、燃料、工具消耗及人工费用,七分作为纯利入官。名山大泽产品的征课,规定凡开采金、银、铜、锡和采捕作为货币原料的龟、贝的工商业者,其产品不许在市场上自由出售,都要向政府申报,钱府在一定时期予以收购。凡从事鱼鳖、鸟兽等的捕捞猎取和从事畜牧的,收其利润的1/10以为“贡”(相当于后世的所得税),经营这些产品不向政府申报和申报时有隐瞒的,产品没收,并罚一年劳役,以示惩诫。五均赊贷,是政府对城市工商业经营和市场物价进行统制和管理,并举办官营的贷款业务。所谓五均,指均市价以利四民和公家;所谓赊贷,是由政府办理借贷。推行五均六筦措施后,大商人与地方政府、豪民富户狼狈为奸,盘剥百姓。官府收税十分烦苛,连不事生产的城市居民也要纳税。而且条法苛细,处罚严酷,重的甚至要处死刑。广大中小工商业者乃至居民均受其害。结果工商业遭到极大的破坏,五均六筦成了对人民的暴政。五均六筦施行了十几年,到地皇三年(公元22)才准备废除,第二年新莽政权就告败亡。 |
