技术开发是科学技术研究不可缺少的一个阶段。科学技术研究工作的整个过程一般区分为基础研究、应用研究和技术开发三个阶段。基础研究，指纯理论研究或基本理论的研究，直接以发现、发明新原理、新法则为目标；应用研究，指应用基础研究的成果解决生产中实际问题的研究；技术开发，则是将上述研究成果应用于现实社会生产实践，并针对某项新产品、新工艺、新的制造方法进行具体应用、中间试验和生产试验，使新产品、新工艺、新的制造方法能够进入实用阶段。技术开发具有试验性较强、时间较短、风险性较小、所需费用较大等特点。
技术开发按不同的标准可分为以下几种类型：①按开发的内容，可分为资源开发、产品开发、工艺开发等；②按开发的性质，可分为国家安全类、发展生产类、生活福利类等;③按开发的来源,可分为国内技术开发、国外技术引进等。
