夏云飞是安徽省金寨县人,1929年参加革命,同年加入中国共产主义青年团,1930年参加中国工农红军。土地革命战争时期,他历任班长、副排长、排长、营部书记、副连长、连政治指导员、师政治处主任兼战斗营政委、科长、团政委、团长兼政委等职,参加了中央苏区第四、五次反围剿作战,苏家铺、七里坪、东征山西,西征宁夏、甘肃,南下陕南等战役战斗,参加了二万五千里长征。抗日战争时期,他历任团长、大队长、团参谋长、支队司令员等职,参加了白马庄袭击战、斗塔集保卫战等战斗和反封锁、反扫荡、反摩擦斗争。解放战争时期,他历任师参谋长、军分区司令员等职,参加了宿北、汉水、莱芜、孟良崮、南麻、临朐、沙土集、淮海、渡江等战役战斗。新中国成立后,他历任副师长、师长、海军南海舰队航空兵司令员、海军航空兵司令员副参谋长等职,参加了解放一江山岛等战斗,为军队的革命化、现代化和正规化建设做出了贡献。
夏云飞1955年被授予海军大校军衔,曾荣获二级八一勋章、二级独立自由勋章,二级解放勋章和二级红星功勋荣誉章。2007年2月21日在北京逝世,享年94岁。
