PingliQ fongfo评价方法(assessmeno method)根据明确的目的来测定对象系统的属性，并将这种属性变为客观定量的计值或主观效用的计值的方法。评价方法在军事上已被广泛应用于对作战方案、武器性能、于部素质和科研项目等方面的评价。对于系统的简单的物理属性的评价，可以通过直接计量的方式获得。而对一些较为复杂的物理属性或其他属性，例如武器系统的可靠性、精度等，就难以进行直接的计量，这时可以通过测量、统计推断或理论分析等方法，甚至还要加上些人的主观判断来获得。根据系统所处阶段的不同，评价可分成:①事前评价，在系统规划阶段进行。②中间评价，在系统计划实施阶段进行。③事后评价，在系统完成后进行。④跟踪评价，在系统投入运转长段时间后再进行。 简史有些评价方法(如评分法等)很早就有了，但比较系统的研究始于20世纪60年代，其中技术评估是美国学者在60年代末提出来的，后来为美国国会正式采用。与此同时，针对环境问题的研究，在美国还形成厂环境影响评价方法。 程序评价工作程序可分为5个步骤:①确定评价对象。评价对象可以是各种资源、技术对象、人工制造的系统、人和社会系统等。②明确评价的属性和目标，即确定与评价目的有关的属性和目标。③确定评价的标值，即对有关属性和目标定量或定性地给出它们各自的评价的标值。标值可以是物理量，可以是经济单位，也可以是一些定性的分数、级数和序数等。④进行综合评价。当评价对象的属性不止一个，而且又希望综合起来评价时，就有一个如何综合的问题。最常用的综合方法是加权求和的方法，这时需要确定各属性的权系数。也可以不按各个属性而直接对对象系统进行综合评价。⑤撰写评价结果报告。 方法常用的评价方法大致有4种。 专家评价法。以专家的主观判断为基础，通常以“分数”、“指数”、“序数”及“评语”等作为评价的标值，并据此作出总的评价的方法。最常用的有:①评分法。假定有m个不同对象要评价，评价的属性有n个。首先对每个属性规定评价的标值，对第i个对象在第j个属性得到的标值记为s，j，可以将它们列成表格;也可以用图形来表示，常用的图形有条形图和蛛网图等;也有将两者结合的方法，如兰德公司提出的彩色记分牌法。彩色记分牌法先将标值s，j列成表格，用横行表示评价对象，纵列表示评价的属性。然后在同一属性中对于最优的对象用最浅色牌，最差的对象用最深色牌，表现为中间属性的用中间色牌。
