节能 energy conservation 采取技术上可行、经济上合理以及环境和社会可接受的一切措施以更有效地利用能源资源,从而减少因经济增长和人民生活的改善而对能源资源提出的更多需求。自然界的常规能源资源是有限的。自石油危机以来,节能已成为世界潮流。国际能源界把节能称为第五能源,与煤炭、石油与天然气、电力、核能四大能源并列。节能不是单纯地节约和少用能源,而是致力于降低单位产值的能源消费量。为此,需要在能源系统的所有环节,从资源的开采、加工、储运、转换、分配直到终端利用,采取技术的、管理的措施来消除能源的浪费。节能减少了对常规能源的需求,有利于经济发展和生态环境的改善,同时,还为新能源的开发赢得了时间。从经济学观点看,节能实质上是用其他资源,如资本、人力、技术等来部分代替能源。 |
